Box 1 is connected directly to the RA* head unit and ports do toggle with both Uapp and the Android App. Box 2 is connected to the Cloud Wifi hub and show the change on the screens, but the outlets don't come on.

To verify the cables and box worked, I connected Box 2 to the RA* (through an expansion hub) and the ports toggle off and on via the Uapp and Android App when connected that way.

Sorry, I missed the whole point.
It is connected to cloud wifi expansion.

Do you have Arduino IDE installed in your computer?
If not, download the Reef Angel Installer from the download section of the website and install it.
Connect the cloud wifi expansion to a USB in the computer.
Open Arduino and go to menu Tools->Serial port and select the serial port for the cloud wifi expansion.
The go to Tools->Serial Monitor and make sure that 57600 baud is selected.
Send the log you see on the monitor.

I do have Arduino IDE installed.
With the Cloud expansion connected, I am unable to select the serial port where it is attached.
When I go to tools in Arduino IDE, "Serial Port" is a grayed out option.
I have tried on the laptop that I use to upload code to the RA* and tried on another desktop with a fresh install of Arduino IDE with the same results; not found.

When I use Device manager (Windows 10) it shows connected there as a "CP2104 USB to UART Bridge Controller." The icon has a superimposed caution icon with the following Device status properties:

Try running the setup again while connected to the serial monitor and send the log again.

As a side note, did you happen to get the new boxes for it? I have to take the board out to do a factory reset since the hole doesn't line up with the switch... I can just drill a new hole as well.

Tried it with the Relay expansion box and can toggle the ports from Uapp and Android app (after I put it back together :-) ).
