Led pendant stays on dim
I purchased some led pendants that are not controllable and plugged them into ports 4 and 5 where my T-5's were. When the lights go off they stay on very dim. Is there any ports other than 7&8 that turn off 100%?

Just tested the two ports I have my heaters plugged into and they still keep the leds on dim?

Ports 5 and 6 have special dampening components to help with inductive spike from wavemakers. I wonder if they are interfering with your pendant.

You sure its not a problem with your LED drivers? (leakage current/capacitance)
Just plug them into a wall for a bit and then unplug them and see if it still does it.
Maybe there are just some capacitors on the output that take a few minutes to drain thus keeping the LED's on for a little bit after.
Its highly unlikely that the relay contacts that turn off the outlet are not switching fully on/off. Relays are either on or off..no in between
