Is there a way for the forum to automatically change the DST settings for us without us having to tell it that summer DST is not in effect? It may not be possible but I thought I'd ask. I noticed because I'm looking at some of the post times and thinking "How can the post time be ahead of the current time??". haha

No.
You have to manually change it on the user cp "Summer Time/DST is in effect:" to no
