How do you get the ability to send Private Messages?
Right now I can get them, but not send. Is it a certain post count, or just a length of time after getting registered?

You should be able to goto the "User Control Panel" which is labeled in the top bar of the forum. OR, you can browse the forum and when you see somebody you want to PM, just put your mouse over the person's name in the post (or on the down arrow) and select Private Message.
