I used to be able to see the banner, but today when try "to view parameters online", I get the massage "Page not found". I didn't change any of my setting since yesterday when it was working.

That address is actually old and I'm only keeping it live because it is still being used in the Client and the new version has not been released yet.
All our banners and data has been moved to another more stable server.
This server sometimes have hiccups and craps up on the banners.
When this happens, I need to restart the application pool to make it work again.

OK, so that is only temporary problem which will go away. I see it now, it is up and running .

I just restarted the app pool.
Eventually, Dave will realease the new Client that will send the data to the new server and I can finally get rid of this outdate one that you are using.
I think there are only 2 people I know of that is still using this old banners , and you are one of them.

Do I have any other option if I don't have the WiFi?

That's why I'm still keeping them alive until Dave updates the Client.
If you try using the new banners, your relay status won't show up. They show up as being all off.
The portal is the same thing. If you log on to the portal, you will see that the relays are showing as being off.

So once the Client is updated I will be still able to see my banner?

Yes, you just need to use the new server.
