Meanwell Driver outputting voltage when off

I know this is off topic, but I figured many of you out there might have experience with the Meanwell LED drivers to power your LEDs. So my PWM signal is registering 0 volts, yet when I test the voltage coming out of the Meanwell drivers. I am registering anywhere from 14 to 21 volts on all of them... In fact sometimes, I get a really dim glow from my LEDs. Is this expected behavior?

That's the way constant current drivers work.
They vary the current instead of voltage.

Is there anyway then to make them truly turn off the LEDs or will I always have to deal with the dim glow?
