Can I splice the svga cable to make around 20 feet long without any problems?

I would not do that. You can however get a svga breakout adapter that you can connect to cat5 to extend it. I would go that route. The cable inside the svga cable is probably very thin and would be quote tricky to work with, nevermind trying to keep them in the right order.

Would it be easy to make my own wire if I bought my own ends and Roberto which pin is not used on the svga cable

All of them, except pin 9.

Also Roberto I thought cat 5 only comes with 8 wires and it's not shielded. Does it have to be shielded

You would need two cat-5's to use those.

So it does not have to be shielded cause cat 5 is not

And one more question can I use the pwm outputs on the expansion relay box as extras or can I use them at all

Yes, you can use any cable and leave pin9 unconnected.
The dimming ports are not usable when the box is used as expansion.
