USB TTL error

I need to re-install the Arduino program into a new laptop. Every time I run installation it says it cannot find the COM and I cannot get past the "upload driver" section of the install.

When i check device and drivers, I see it was not installed correctly. However I'm not quite sure what specific file I need to run in order to get the driver to upload and recoginze the USB-TTL.

Download the driver straight from the manufacturer.
This is the latest as of today:

Do i run this driver before the install? or when it ask me to plug in my device (middle of the install?)
