I have two WP40's on my 300 and have another two WP60's on their way. Right now I'm just powering them through the relays and not controlling them with the dimming module. I'll probably do that in a few months, but in the meantime I plan on putting them on the sides of the tank facing each corner. The two WP40's will be in the back facing each other and the WP60's will be in the front facing each other. I'd like to run one combination of a WP40 and WP60 in opposite corners for a period of time to get a gyre flow going and then switch to the other pumps after a period of time to reverse the flow.

I could probably just use the lighting schedule to run one pair of pumps and the opposite function to reverse this, but instead I was thinking about going with a 6.5 hour schedule to simulate a normal tide schedule. I'm hoping that there is a way to turn a set of relays on for 6.5 and then off for 6.5 hours. The second set of pumps would run opposite this. Is this possible?

If I understand you correctly I think this post is similar to what you want to do (except 6 hr instead of 6.5 hrs)

You would just need to change 12 hours to 13 hours and then cut that in half for the second part to 6.5*SECS_PER_HOUR
