Calcium Reactor CO2 Control Issue

I'm having issues with the code for CO2 control. I want the regulator to turn on above a pH of 6.95 and off at 6.90. Im okay with the small swing in pH as long as my regulator isnt constantly being turned on and off. However my current code seems to only turn off below 6.9 and turns on as soon as it goes above that. This is my current code. Whats wrong? ReefAngel.CO2Control( Port4,695,690 );
