I have seen lots of great ideas and code snippets on these forums. Is there a community driven contrib library that can be used to compile these efforts together?

Yes, you can work on implementing them and request a patch after you have tested it.

Thanks and last question... Is there a proven/best practice guide for developing... Reason I ask is. This whole thing looks to be single threaded and I assume using methods like "delay" would actually be bad thing as it could delay the rest of the processing in the loop method

Correct.
Single thread and delay is really bad practice. It will stop everything.
