LCD screen
I am looking to buy a used RA+ but when you plug it in the red and green lights come on but the screen does not. Should I be worried? I see that the screen can be replaced.

Yes, the screen is replaceable but that behavior doesn't mean that the screen is bad. It could just need to be flashed with a good sketch.
Make sure you can upload a sketch to it. Even if not you might be able to recover it with a USBasp.

The individual does not have the cable to connect to a computer to load a flash. I will need to order it. I don't see this as a big risk as I may just need to do some fixes or loads to code. Am I right in assuming this? Or am I headed to bigger issues?

Well, without the cable there's no telling. It could have other hardware issues. Worse case you're paying $75 for a new RA+ mainboard and $30 for a new LCD so make sure the price he's selling justifies your risk, time, and effort.
Did you already check out the relay box? Does it have the cable? Will it need a new PH probe? Does it include temp probes and float switches? If so what state are they in? Wifi Module? Those are the other things I would consider when purchasing used.

There was also screen modifications recently so its possible that it needs the memory set for the correct screen in order for it to work.
