I'm not the techy type so i dont know where to start on this or where to even add it in.

Try removing the Use2014Screen command, you might like the older view

You use the wizard and choose generate only.
Then you are going to see the code.
Remove the mentioned line and upload the code by clicking the icon on the top menu bar.

Check here for port 2000:
http://www.yougetsignal.com/tools/open-ports/
Does it say port open?

It says port is closed on my cell phone 4g. Also doesn't work when I connect to a nearby wifi at work.

You'll need to log in to your router and verify the forwarding. If you give us your model we can help find the directions etc

How do I make the changes to the screens like those instructions say to? I went to the port forwarding menu and put the RA wifi ip address and port number and saved it. Also gave it a static ip address.

Also for the actual forwarded port ip address should it start with 198? Mine starts with 198 right now.

You need to setup port forwarding correctly or it will be closed.
Make sure you are forwarding port 2000 to the ip address that your router assigned to the wifi attachment.
It may not be the same you have already entered in the app.
Check in the list of connected devices in your router.
Until you get this figured out, the remote access won't work.
