Transfer pump set-up

I am wanting to set-up a fail safe transfer pump using 2 float switches. One float to control pump 2 (tank to sump), the other to be a fail-safe for pump 1 (sump to tank). So if pump 2 fails, when switch 2 is high, it will turn off pump 1. I'm trying to avoid and tank overflow.

That is not how reef tanks work...you should look into a proper reef ready tank or an external overflow box. If you really want to do it this way, we certainly can, but I think you need to review how overflows and sumps work based on your request.
